If a vehical is heavy enough (relative to it's cross-sectional area that catches the wind) and tough enough to withstand all the things that get thrown at it from the winds, then I'd say yes.
I very good example might be a tank. I don't know for sure, but I suspect that you could drive a tank right through the middle of an F1 tornado and keep on going... assuming enough "junk" didn't get blown into it's treads to freeze it up.

Yes;If the road is constructed and the car is built in such a way that there is a magnetic coupling always so that the tornado can not lift it or shake it.
