It would help to know what subject the new teacher is teaching so that you can make a catchy lead sentence.

Begin with an introduction recounting the academic qualifications of the teacher. A brief outline about the teachers life, kids, wife, husband, etc. Follow up with a description of the department the teacher is working in. The teacher is new. Keep away from over qualifying and /or under qualifying. The students need to know who the person is and what the deal is on academic qualifications. Keep it within these guidelines.

"Welcome to (teacher's name) !
This year our school paper is starting out by welcoming our new teachers and to help students know a bit more about them.

Something like...." Mr Smith came to us from State College with a degree in Social Studies. He says the best part of being a teacher is....... "

What fun you will have.

Don't write the lede first (I almost never do).

Type up your notes, review them, highlight them, mark them up. If you find bits you think you can form into individual sentences or paragraphs, do it.
After you've done this, the most interesting or important detail should become more apparent - use that for your lede.
