Could you be a bit more specific? Who as in... people or some type of supernatural force?
Evolution works by way of natural selection. It is an observable phenomena with coinciding results. Replace "natural selection" with "intelligent design" and you attribute this to a creator. Either way, it's out there, and there is no denying it exists, but there is the question of how it came about.
It's hard for anyone to say at this point how everything formed the way it did: How Earth ended up in the habitable zone, with the right ingredients and variables for life, from the atmosphere, to water, to our perfectly-aligned moon which provides relatively stable climates, how life started, etc... there are theories for all of it, of course.
Given how vast the universe is, the odds are hardly impossible. But thinking in terms of the universe, something we understand even less, just brings up even more questions than answers. Science is limited by our ability to comprehend, so I don't think we'll ever have definitive answers to all of the questions we seek.

Evolution was not designed. It simply is.
Darwin's theory of evolution (because there were others) has nothing to do with the Big Bang theory.
Evolution of plant and animal life on Earth was already known well before Darwin. What he did is think of a theory to explain why evolution works the way it does and to explain the order in which fossils were found. Using his theory, it was possible to take a variety of animals that were similar and work back to a common ancestor; for example, Lions, tigers, leopards, cats, Cheetahs, Jaguar (no, not the car)... are all "felidae" and can be traced back, through various ancestors, to a common ancestor 30 million years ago.
In his second book, he applied the principles of his theory to humans and that is when the trouble started.

The Big Bang theory was elaborated much later, to explain how the universe evolved from a primordial atom of high temperature and high density, all the way to what we observe today. The Big Bang theory deals with very large scale (individual galaxies are too small for the Big Bang to worry about them -- we're talking big scale here); there are separate theories to explain the formation of galaxies, stars, solar systems, planets...
Both were elaborated from the scientific data that existed at the time, and refined as new data became available.

No one designed evolution. It is a result of natural forces at work. Evolution is a subset of biology. The Big Bang is a theory in a completely different science - cosmology. Cosmology is the study of the universe. Except that the Laws of Physics became fixed immediately after the Big Bang and those laws made matter as we know it possible there is NO connection between the Big Bang and evolution. No scientist or theory of science connects them. If you have heard of a connection then the source is NOT scientific.
If you think evolution is stupid then it's probably because YOU are stupid.

As a scientific question, your question is poorly formed. Design requires intent, intent requires an agent, an agent isn't necessarily a who.
Evolution is a mental model to give form to (or simplify)observed phenomena. The disappointing answer is: Darwin.
Evolution as a process may make your question more interesting. The question, interpreted this way, then assumes that the model is completely accurate.
To ask who designed the natural process is to ask who designed nature. This is a religious question that any scientific data will have dubious value in answering.
If you accept evolution and you accept God, then it may be more fruitful to ask, "What is God telling us through his design of evolution?" Still, this is a religious question.

The two have nothing to do with each other. The "big bang" refers to teh scientific model of the way the universe started (and, BTW, says nothing one way or the other about whether it occured as an acto of God--that's not a question science deals with because it isn't designed to answer that type of question).
Evolution describes hhow life developed on Earth from its beginnings until now. It describes a physical/biological process and history, plus what we know of the mechanics of that process. Again, it says nothing--either way--about whether there is/is not a Divine element involved.
But these are two totally unrelated sets of phenomena.

There is much scientific data supporting the evolutionary model. The model is unusual in that it is supported by a wide variety of data from many different scientific fields.
Granted, you can find people that do not believe evolution in any form can or does occur. Similarly, you can find people who believe the earth is flat, or believe that disease is not caused by pathogenic microbes.
Happenstance is probably not the best term. It is similiar to the big bang in that both are theories regarding origins.

The Big Bang and the Theory of Evolution are two completely different things.
Charles Darwin was the first to propose the ToE, but he didn't "invent" it, it was always happening, he was just the first to start to notice it and study it and write about it.
Just like the Earth was always revolving around the Sun, but Copernicus and Galileo were the first to really show proof for it.

Evolution isn't a myth for all you other people that answered. If so, why would people now-a-days not be growing wisdom teeth anymore? I don't have wisdom teeth and never will get them according to my dentist. It's because of evolution, humans don't use them anymore, therefore why grow them? So, soon enough, people wont have to worry about getting their wisdom teeth pulled anymore.
Charles Darwin is the person who made the theory of evolution. It is all about natural selection, the fittest survive. Natural selection is the process where traits that are helpful for survival and reproduction are passed on to your offspring, and traits that are harmful to us or that we don't use anymore get left behind.
