Because it is not that simple. If you block an IP address that he is using by scamming someone's unsecured line, they are being punished for his wrong doing. If he is at the public Library then the library gets punished. Besides, not all IP addresses are static like your home address.

Yahoo has been asked this about all the bad ones on here and they said they can't do that because they might be using computers from libraries or other public places. I say give a warning to the adderess and tell them they will be blocked. It is starting to get bad again.

I guess because he has just as much right to be here as anyone else. Since yahoo is free he can basically make any account whenever he wants. It is kind of hard to ban him because it is America and people are sue happy

I think he resents not being loved and cared for properly when growing up. It's his way of lashing out because dad beat him and mom up...and which both were alcoholics....I think he needs therapy. What a sad human being.
