There was no need for an ATF raid on the compound because that is what he wanted.

No. He did break the law. However, they had plenty of opportunity to grab him outside of the compound.
If he was molesting children then he was a threat to them but they were in his congregation due to their parents who should have been arrested as well for child endangerment or something.

he was breaking gun laws...
and I don't know about how big of a threat he was... but you can't just ignore people blatantly breaking the law
and if he ever did hurt anyone... EVERYONE would line up to blame the government for not doing anything...
and crazy man with guns... it's not that big of a stretch
