whenever i see my 50 year old neighbor outside, he has his pants around his ankels. i told him to pull them up and even told the police. he continues to do it. he also rollerblades. not a pretty sight

Huh? How does someone rollerblade with pants around their ankles? If he is not exposing himself, I guess there's nothing you can do. Do you think he has a mental problem? If so, maybe you could just look the other way?

If you cannot see his anus or his genitals then learn to live with it. That is the standard for indecent exposure and there is not much you can do about it.
I had a neighbor who walked out in his boxers all the time and another one who wore his speedo all summer. Not every body is a work of art!
