"The Werewolf" by Montague Summers is jam-packed with all sorts of obscure references to werewolf anecdotes and stories down through the centuries. I'd pick up a copy if you can find it; it's a real treasure-trove of lore.
He's also got a chapter on Werewolves in literature, but since this book was written around 1930, all of the literature mentioned is from then or earlier. There's still plenty of information, though.
Summers is something of a fire-and-brimstone god-fearing Christian though, so be prepared to choke down some early 20th-century dogma as you're reading. And it's sort of annoying that a lot of the quotations from sources that he presents aren't translated from the original Greek, Latin, German, French, Spanish, etc., but those aren't absolutely necessary for a good understanding of the book.
I also just bought "The Were-Wolf" by Sabine Baring-Gould, but I haven't read it yet. It's supposed to be one of the best (and probably the oldest, circa late 1800s) scholarly book on werewolves.

You are possibly at a dead end. Few agencies catalog by characters and the great majority of fiction that have a werwulf as a character do not place the word Werwulf/Werewolf in the title. Though I can give you a bit of a start Pliny was the first to use the Werwulf character in a story.
