I plan on going to a 2 year college after high school and I would like to know what are some of the 2 year colleges that have articulation agreements with usc and ucla.

Probably your best choice (they have the highest transfer rate to those schools) is Santa Monica College. I believe that Pasadena City College comes in second.

Many colleges have agreements with universities that either give you priority or guaranteed admission if you meet certain criteria. You would have to check individual community colleges near your area to see which colleges have admission agreements with either ucla or usc, or check ucla and usc's websites.
I went to foothill college in norcal and they had the TAP program with ucla where you get priority over other students.
