I can buy it but the cheapest i can find is £180.a tonne delivered

Lime mortar does not get used as much now-a-days so you would need to mix the sand and hydrated lime in a wheel barrow or cement mixer.

You can buy lime mortar in batches which come as pre mixed lime-sand to wgich you add water and cement.They come as a standard mix or you can specify colours too.If you go on the Mortar Industry Association website, there should be enough info for you. Tilcon is the one i have used mostly.

Lime mortar is sold by the 50lb. bag as far as I know. You will have to have a mortar mixer to give it the correct consistency. Follow the directions on the bag.
Lowe's, Home Depot are the stores that come to mind. They may have an outlet for bulk delivery. They can advise you.
