2) Once you narrow it down (rice rocket, cruiser like a Harley, or somewhere in between like a BMW R series), compare dry weights of the bikes and heights. Don't worry about horse power cause virtually any bike you get will be more powerful than your skill set for some time.
3) As far as the test, you don't have to take the DMV test if you pass a highway patrol safety class (at least in CA).
Recommendations:
If you have a bad back or neck, I wouldn't recommend a sport bike like a rice rocket. Your neck won't be able to handle more than half a day of riding. I also wouldn't recommend a Harley (heavy), unless that's your style. If it is, get an 883 Sportster. My number one recommendation would be a BMW 1200 R. You'll never outgrow it, it's light and low and it has a more upright riding position than the sport bikes, but lower than the BMW GS.

I would suggest a Harley Sportster, there might be an issue with your height, but!!!
One of the nice things about the Harley that can not be said for the others is after you have owned it for a while and want to move up or found out that motorcycles were not what you thought, you can sell it for what you bought it for, sometimes more.
For God's sake stay away from the "Crotch Rockets" unless you don't want to see 53. If you really want something like that get the little street bike like one of the others suggested and once you have mastered it move up. More times than not if you get a 0 to 60 in 2 seconds, 190mph top end road burner for your first bike you won't live long enough to enjoy it. It's hard to sit on one of those and not "See how fast it will go"

Honda Rebel 250 or a small Yamaha Virago.. As for learning, check with your local DMV about their state safety courses. Here in ohio, the fee is pretty small to take the class and they provide the bike. If you pass the course, you have your license and do not need to take the actual highway patrol test. Once you feel comfortable with riding in general, then hit your nearest motorcycle dealer and test ride some of their bikes.

Kawasaki 250 Ninja its sooooo easy to ride ur grandmother could ride one, this bike will be fast enough to keep up with any other bike going the legal speed limit, it handles and takes the curves faster than any cruiser. This bike will make a beginner look like a pro riding it, this bike will get 75 mpg,and it will never break down, its light enough if you drop it, you can pick it up, the suspension is built better than any cruiser type bike and you will be relaxed and comfortable riding one.

They're all great starter bikes and are perfect for a person of your stature.

my friend and i are your same height...i have a 250 ninja which i love...i can almost flat foot it. seat hight is about 29 inches. my friend has a buell blast which has a little shorter seat height than my ninja. her bike is cool...it has a lot of torque and shakes a lot at start off though. its a good starter bike too and has more of a cruiser feel if you like that. good luck and have fun.

my wife is 5' even she has a 2000 v star 650 that she loves we put a lower seat on and a lowering kit that cost about $200 now she touches flat foot in sneakers . she also took the riders saftey course and really enjoyed it. good luck
