Edit: I don't know why I'm getting thumbs down - not everyone wants to look like everybody else in the "little black dress"! You seem to prefer to wear pants - I added some links so you can see what I was talking about - I'd guess you can get any of these styles in black...
How about a dressy suit - like with satin lapels (a la tux) and/or palazzo (wide brimmed) dressy pants...
Palazzo (Chiffony/flow-ee) pants like these with some sexy strappy/stilleto heels:

to really show your stuff,,,go with an open back, shoulder less dress that is loose fitting so it moves with you as stroll into the room.brazier will need to be chosen wisely as to not show any straps,or you could do the maria carey thing and use boob tape instead of a bra. some sort of a "sheer" fabric for the dress to give it some shine, but be sure it goes a liitle past the knees.small heels to show off the legs, and finally to finish it off put yout hair up tight like a french braid or something. this will give you a very lean looking siloutte and will make all the other girls envious.

Since it's a formal, I'm assuming the event is somewhat debutante-ish. A nice dress would do, but you don't have to go too overboard like for the prom or with sparkles and or beaded work. What's also good, so that you won't feel to dressed up get something that's maybe below the knee but perhaps in like a satin material with clean lines.

Well I personally would wear a something comfortable i think a nice black blouse and dark jeans with silver sandals, silver ear rings and necklace would look fabulous
A little black dress is fitting also with some nice silver shoes and jewlery the only reason i know is because i went to a sweet 16 recently and i wore something similar to that so no a dress is not too dressy there is no such thing! lol

If you want to wear a shirt and it's an occasion for a dress, have you considered wearing a long tunic length top over a pair of pants? A tunic is about the length of a short dress, and would look terrific with a pair of fitted black pants.

Formal casual would be a dress or skirt for female. Dress pants and dress shirt for male.
Have fun at the party!!!

It'd wear a blouse and skirt. It looks much better than dresses in black, and since you're (and I'm) not an adult, dresses are out of fashion. If you are really worried, ask the girl who invited you what she's wearing so you can have a good outfit.

Yeah, you should definitely wear a dress. But not something formal that you would wear to Homecoming or Prom. Just an everyday casual dress. Some like these

I think a dress is what most or all the other girls will be wearing. Why don't you just call some of your friends and ask them what they plan to wear?

Something kind of casual but still nice. Like maybe, a formal top (rhinstones, glittery, cute), and casual jean skirt or something.
Depends on what you think looks nice on you. Shoes, heels are seriously not that comfortable. Flats that are kind of formal.
A little bit of jewlery. Not too much.
