The dice count is based on probabilities, and each number has a different ones. Dice are not sentient and so cannot decide to help out lower-ranked players.

If the dice are balanced, then the throws are random - as long as you realize that that doesn't mean random as far as the value, only the faces of the dice. For example, throwing two dice can have a value of 2-12. Because there are 6 faces to the dice, there is only 1 in 36 of getting a 2 and the same for a 12. But a 7 can be had with a 1-6, 2-5, 3-4, 4-3, 5-2, 6-1 or six ways out of 36 (first number is dice A, second is dice B.) Similarly, there are 6 ways to get a pair 1-1, 2-2, 3-3, 4-4, 5-5, 6-6. Depending on the rules of the game (which I don't know) if there advantages to getting a 7 or a pair, and only a sophisticated player can win with other values, then he might think the roll favors the weaker player.

It may be the case that whoever said this might have a trying to convey the fact that not all total roll values have an equal probability of occuring. Whist this is perfectly true (for example, a total of 2 can only be achieved in 1 way 1+1, whereas 7 can be achieved in 6 ways 1+6, 2+5, 3+4, 4+3, 5+2 or 6+1), his form of words blurs matters.

The randomness of each of the 36 possible combinations of the dice is genuine. Each has an equal probability of occuring.

As to the comment about lower-ranked players having an advantage, I have no idea how this conclusion can be justified. Good players of backgammon combine a knowledge of probability of throw value with man placement to THEIR advantage, whereas a player less familiar with the game will do this to less effect.

On computer they are random. I think your friend is a little paranoid.
