She created a character that became really popular at a roleplaying forum and now she wants to leave the forum because the staff isn't that great. However the admin said they are going to turn her character (that was completely made up by her) over to another member. My friend doesn't find this fair and is wondering if she could do anything about it

Maybe, but it's unlikely she thought enough ahead to have established a copyright on that character. Next time, have her detail the character, mail it to herself in a self addressed stamped envelope, and leave the envelope sealed when it arrives in the mail. It is not the official (or expensive) way to file for a copyright but it is legally sufficient to the task. There may not be time to take such action in this case though.
