The Bush administration really hasnt done anything yet, Immigration is worse now than it was before. The No Child Left Behind Act is the same also.

Homeland Security.
There was no Homeland Security before him, but that will be his most evident legacy unless the name is changed.
People may take it for granted that it has always been there.
Edit: As little credit as people give him, he approached the situation in a way nobody else would have. Granted, the government grew a little, but some of the bureaucracy shrank.

NCLB a bumper sticker that actually means if a child gets ahead they are ignored in school while the other kids are given the attention.

I would say shock and awe. I think that many of us are still in shock that he is in office and even more are saying awe I cant believe this is happening and he is getting away with all the war crimes.
He is even trying to pardon himself..see this news clip from CNN...
