If you get into neutral just before the bike stops it's easier. If you're already stopped rev it slightly and as the RPMs begin to fall after the rev you'll find neutral a lot easier. I've got a Road King that drives me nuts sometimes. Kawasaki has the best automatic neutral finder but the patent is their's alone for many more years. Your bike does not need repair.

Probably just your clutch cable. If it's stretched there will be more than a 1/16" gap between the heel of the lever and the mounting clamp. Take up the slack. If it's an earlier bike like a shovelhead you may have been running it too tight. There's a through rod that contacts a adjusting screw at the clutches. If you run your clutch too tight it can heat the ball bearing at the end from the constant friction and cause the adjusting screw to mushroom. Put it up on a bike stand, if you have one, so the bike is level and pull the derby cover. You should be able to see if your clutch plates are free enough.

This might be as easy as a clutch adjustment. Actually, a clutch CABLE adjustment.
Cables stretch over time, and the clutch might not be fully disengaging.
Most newer Harley's have a cable adjustment about a third of the way down the cable. Slide the boot up to expose the adjustment.
