Though it should be possible, a computer with 16mb of RAM will not be able to surf the internet fast (browsers use a lot of RAM). I would not recommend it.

you can upgrade the memory but as far as the others internal parts you cant since everything but the memory is made onto the motherboard best is to recycle it
