I am wanting to screen print t-shirts for a school fundraiser, and I have fabric ink, but is it enough to just let them dry, or do they HAVE to be heat set? If so, what are some ideas if I don't have the proper equipment.

Check the recommendations on the paint you are using. Not knowing that, I would recommend it. It only takes a few seconds. You want your product to last. A simple iron will heat set, or a dryer will also do it, Again I say, check the label on the paints you are using for their directions
