That is totally aspergers syndrome. Her lack of social skills, her rigid routines and rules, her blunt honesty, her preferal to be by herself, her monotone voice, her high IQ, her poor motor skills, her sensory issues (sensitive to light and sound) and her obsessive interests. I can't believe a doctor would miss that. She has a really obvious case of it. Take her to another doctor. If she's bad enough the school might then put her in occupational therapy or social skills groups, however people with that disorder really don't change. Some grow out of it, but if your sister is fifteen, she will probably act this way her whole life. Just take her to a different doctor, and she'll get proper diagnosis and your parents can learn how to help her adapt to the world better, but not changed her.
