If you want something a little more grown up, how about an opera lady in a viking hat?
Animals are often good, too. A rabbit, or of course, the classic cat. Or a puppy.
A fairy princess is good for all ages, and you can make it pretty modest, if you like. High neck, long sleeves and skirt, but all floaty and pretty.

Well, if you chose emo kid, I'm sure a lot of people wouldn't think it was a Halloween costume. Pippi could work, but it might be a bit young. Dolly girl could be easily misconstrued as being a bit slutty... I'm 29, and I've been to many adult Halloween parties where that's one of the most popular "slutty" choices... But I guess its all in how you wear it.
You could be a girl pirate...everyone's a black cat, but that could still be cute... You could be a "good witch"...What about a dragonfly? Its kind of difficult not knowing what you're into. A favorite movie character? Could you pull off the Anime look? Be something that reflects your hobbies, or perhaps makes a social statement/something reflective of current events, if you're into that kind of thing.

Do Volunteer work, make your community or others that are struggling a better place and travel as many places as you can. Don't stay stuck at home and make the same mistake I know others have. My mom never got to travel as much as she would have liked before she died and she always wondered what there was to life because all she did was stay at home and and she had many regrets. I cant tell you what to put down because this is a personal list and im not you. Why don't you think about all the things you want to accomplish and all the places you wish you could viisit now but are too far away. You don't have to be a saint. The goal in life is to do some good things in life and help others and too also have no regrets :)
