I caught some guys stealing landscaping lights from a neighbor's yard a month ago. I got the license plate number when the guy turned on his lights to leave. I was standing on my front porch so I didn't have a light to see the number, until he turned on the headlights on his car.

yea other people would have their headlights on at night but its for police. its against the law not to have them because when a police officer is beside you and he wants to run your plate because you swereved or your speeding or your under the MPH he can run it with out havening to get behind you and shining his lights on it.
