I am not going to cut and paste the Good Samaritan story here. We all know it.
God cares as much for his animals as his humans. He will be resurrecting them too.

Sometimes, it's just not safe for people to intervene. But, that doesn't mean they can't call the proper authorities to have them handle it. Not intervening and not calling the authorities (read: doing nothing to stop it) wouldn't be condoning the action. But, it's a very careless and lazy attitude to take.

I think so. If it is unsafe to actually stop the abuse, you can report the crime to the police.
