It means that no matter what you think of the war, you should support the people in the military for putting themselves on the line.

Back in the Vietnam days, returning soldiers were often treated like crap by citizens who were against the war. "Support our troops" tries to prevent this.

These soldiers didn't start the war, and they may or may not support it. But, they do their job for our country, so we should back them.

It means "I'm a blind nationalist who is too cowardly to sign up" and it not meant to say "Bring them home now" for that would cause the Dow to drop due to no yellow ribbon purchases.
