when you divide by fractions it is the same as multiplying by its inverse, in easy english ... "turn it upside down and multiply". Note the signs don't change (like minus doesn't change to plus)

17/21 divided by -(13/21) is the same as
17/21 times - (21/13)
17/21 x -(21/13)
= 17/1 x -(1/13)
= -17/13
= -1 4/14 (that is "negative one and four thirteenths")

Nice how the 21 canceled out, don't you agree?

if you put them on top of each other with a bar in between them just like a fraction, the 21s cancel out, so you have 17/-13
which is the same as -17/13
