I don't want a plant that gets very tall and I want one that doesn't require much maintenance.

I'd agree with riccia. You can even use plastic canvas (from craft stores) to create "shapes" for it to cover - see bottom half of this article: http://www1.aquariaplants.com/plantingtips.htm

Anubias is extremely easy to keep. The biggest problem with it is that since it's a slow grower that keeps its leaves a long time, they can develop algae on them - otherwise they're a self reliant plant that will survive well enough in any typical tank.

I like Dwarf Sag, Micro Sword, Dwarf Chain Sword, Cryptocoryne Wendtii and Beckettii, as well as Dwarf Hairgrass. All will benefit from CO2 and specialized, intense, spectrum specific lighting, but they will be fine without it.

dwarf hairgrasses,mirco swords, ricca .

They are all good plants which you can use to carpet the tank.

however. ricca would do best with a co2 system.
