My car is pulling visciously to the right and the outside of my right front tire is baled. If I were to get a wheel allignment would it still affect how my car steers with that bad wheel on the right front of my car? The tire wear is on the outside of my tire and is pretty smooth and almost bare.

It's more likely that the belts are separating in the left tire. Get new tires first and then see how it goes.

If your car pulls to either direction rather easily, it is definitely time for an alignment. I know alignments are costly, but you will spend that much and more on tires if you don't. It will increase the steering in your car and most importantly spare (no pun intended) the life of your tires. Bad alignment will continue to wear down the treads on your tires in the front, making your tires bald twice as quick. Bald tires, of course is Extremely dangerous and can effect your braking system. Bald tires also wears down your gas mileage for your vehicle. Get a new tire, then get a re-alignment, and drive on it for a while. Alignment places may not always do a good job, so use your "new tire" as a gauge for about a month, if you feel it doesn't pull and your tire is fine, you may want to just rotate your tires (just as good maintenance) Good Luck!
