What do I do to entice him? I don't have any worms or such to put on the food to wiggle so I need a way for him to be enticed to eat the veggies.

I know it's not because he isn't hungry, I will offer him veggies first before crickets. But he needs that balanced diet so what should I do?

If it is a young tortoise then an 80% protien diest is great. If he is older you need to drop it down. Try tomatos my guys love them.

He may not like what ur feeding him.....
