I would guess it has several meanings and the director left it up to us to figure it out.
My guess is it showed she was loved by her fans. It also reminds us of how performers were sometimes thanked for their performance, by a bouquet of flowers, often roses.

I think it was meant to symbolize her being shot, because they made the falling of the rose so dramatic in slow motion and stuff.
