Lil is right. You can add zeros on the end of the number to the right of the decimal point without changing it's value, so if you want to compare two fraction written in decimal, just add zeros to the shorter one until they're the same length and it will be easier.

.7m if you're talking about meters. look at it like this:

.13m vs .70m

you're talking about around 1 tenth, or 10% (13% to be exact) of a meter vs 7 tenths, or 70% of a meter.

.7m is higher( if m is for mile or meter ).
