If you were born at 5pm in Philadelphia that day/year, you are a Sagittarius (0deg4min). If you were born in London on that day and time, you are a Scorpio (29deg51min). The further east you go on the planet, the more likely you are a Scorpio, the further west you go, you're a Sagittarius.

It is called the Cusp of Sagittarius. You will have some Scorpio and some Sagittrius traits. My bday is June 21st. Some horoscopes list it as Gemini and some as Cancer. I have traits of both. I usually read both.
