It is nothing to worry about, It's just new growth. Be happy because it means that your rose is doing well and growing as it should. They will turn green as they age.

The new growth is red because there are chemicals in it called anthocyanins. These compounds protect the sensitive new growth from UV damage.

Perfectly fine. Many roses have red new growth and they turn green as they age.

are they coming off a shoot?if thee is also a bit of green then it is the new growth,not to worry

They have sap in them that has leaked from the flower petals. You can use small little corks in the step cells and stem veins,(xylem and phloem tissues) to stop the discolouration.

it is to do with how much acid is in the soil need to test the ph level in the soil you can buy a kit to do this
