Actually, she said that a long time ago and recently admitted that she backed out of pursuing that idea. But I have a feeling that it was part of Colin Creevy's background that wasn't fully fleshed out. She said in the follow-up that it would have been a character that showed magic just shortly before turning 11. So it wasn't like an adult character who did magic really, really late, which was the popular fan theory.

JK Rowling changed her mind last minute in the matter and that piece was taken out... though i do wish I knew who it was supposed to be. I was hoping it would be Petunia or Dudley, but the world may never know. Maybe JKR will post it on her website!

This may have been an idea she once had about Neville. In the early volumes, he's mostly a comic character. Every spell he tries goes wrong and he calls himself at one point, "practically a squib".
