You should not have been charged a fee for using paypal to pay someone. The only amount taken out should be what you paid that person.

Pay pal should only deduct the amount of your payment for the item (was there shipping costs that you didn't include in you payment?) Your bank should be able to tell you how much was deducted and where the money went. Paypal makes its money on those that accept paypal payments so using it to pay for something on Ebay should not cost you more thatn the item+shipping.

If you put your bank account as the back up source on paypal and there was no money in your paypal account, then they take the money from your back up source, which would be your bank account. To buy on ebay and pay through paypal, no there is no charge. However, paypal does charge if you sell something on ebay.
