I am a professional. On a job like this I cut the water, and mix a post-emergence like roundup and a costly broadleaf pre-emergence together with blue indicator dye and spray the yard. I return in one week and till just the top 1\2" surface, rake in whatever grass seed is desired, or cover with fabric and throw rock. hope this helps!

Goodness, All you need is a real good weed and feed. Go to local hardware and ask them what you need. Now is the time to do it. Its very easy to spread.

If at all possible, let a professional do this for you. Then water, water, water as per their instructions. It is worth every penny, but you will be surprised at how reasonable the cost will be.
But if you still want to do it yourself, here is how:

first, tear out everything and get rid of it. then re-seed with whatever is most reasonable for you: hydro-seed, regular grass seed, etc. It can be hard work, but musch more cost effective than hiring someone to do it for you.
