Depends on the people involved. Some people are on a budget to get their finances into shape after a very bad set of earlier decisions.
Myself, I do not budget. I don't spend to spend. I pay off my credit cards every month, in full. Being smart with money does not mean you need to be on budget. It just means you have to be smart with your money. Someone once said to me in our poorer days that when everyone else was broke, I always seem to have some cash.

If ur on a budget, u got a limited amount of dough 2 spend. U have 2 b careful what u spend it on and prioritize. If ur not on a budget, u got a shitload of dough and u can spend it as freely as u want.
