Last time I was there; me! I haven't worn shoes for over ten years and while I don't go to malls often, I don't avoid them because I'm barefoot (I just don't like shopping unless I really need something).
It's not dangerous, unhealthy or gross; our feet get very tough very quickly, our skin is made to keep pathogens out, and feet are fully washable. Nor is it against the law anywhere; in spite of persistent myths, the US Health Department has NO laws against bare feet, and also insurance companies don't require or even recommend footwear for customers. Here in the Netherlands fortunately there's no such myths; I've never even SEEN a 'no shoes, no shirts, no service' sign. Whatever I'm wearing or not wearing on my feet isn't an issue, and that is as it should be.

I dont really pay much attention. Peoples choice of footwear is not some thing I notice much. When I notice people I am looking at there face, not there feet.
