What a GREAT question!!!!! I knew the answer the second I read the question: I would get all the illegal aliens OUT of the country for good and tell them they are only to come back if they a) will go through the process of becoming a US citizen and b) learn to speak the language of this country.
Shortly after that, I would ban all hunting in the US (lots would hate me for this...oh well. I don't believe in killing animals for no good reason...people in America don't need to kill an animal to survive. Go to the Kroger and buy some broccoli).

make a deal with them and pull out all of our troops
as long as they behave within their own borders
strengthen the UN throughout the world
and strengthen democracy with diplomacy
if some refuse to meet
then challenge them to a fist fight
