Each fuse runs a system or electrical component on a car, so if a fuse is blown, whatever it powers won't work. Fuses are usually labeled with what they power.
You can also pull the fuses out and look at them. You can see the little conductor wire inside. If it's broken somewhere, the fuse is blown. If it goes all the way from one side to the other, it's probably okay.

Remove it and look... Glass cylinders will not have the wire between the silver ends. Colored plastic ones will not have the horseshoe looking thing running between the blades. Also, a blown fuse will light a test light when placed on the contact strips the fuse attaches to, good fuses will not light the light.

You notice some electrical things not working. You can remove a fuse and check it's "continuity" to make sure it's a dead short circuit between it's terminals using an ohmmeter which is one function on a Digital Multi-Meter (DMM) sold at Sears $15. You can also measure to see if there's battery voltage at the fuse output contact to ground using the DMM.

Most fuses can be visually checked if you do not have a tester. Look for a broken connection between the connections, it will also show some marks from arching .

when you notice a power window,,or winshield wipers for example no functioning ,,ones you look at the fuse you ,ll see the cut in the fuse ,,,its visible...
