When Katrina hit, Cuba and Venuzuela both offered help and both were denied the opportunity. Countries we are "friendly" with were noticably silent...

Speaking from a Canadian point of view---it is hard to help somebody that refuses help when it is offered, (ie hurricane Katrina etc etc). your neighbors to the north have always been there when you needed it and always will be there, all you have to do is let us help
