Since this is a matter of opinion and interpretation of the word 'clever' I would say the Westerner's are more clever.

They are equally clever. asian school just focus more on science and math than western schools so they have a better education when it comes to things like engineering and medicine.

It's more about individual differences, how they combine what god gave them (their minds and how smart they are) with what is availble for them (education and stuff)... so you shouldn't really be worrying yourself about his is smarter (west or east) because it's about the individual person.
