I have been treating my dry skin on my hand with a solution of 1 cup epsom salt to one gallon of very hot water an then soaking it for 15 minutes and it seems to be working really well. I Was just curious that if I added peroxide to the solution would it be able to kill off what ever is causing the dry skin to begin with.

Dry skin may not be caused by bacteria. Besides, 1 cup of Epsom salt, MgSO4, in one gallon of very hot water is very harsh environment for bacteria anyway. H2O2 over some threshold concentration would also burn your skin, even though it would not react with MgSO4 at all. So, please do not do that.
