It's a dilute electrolyte solution, so D is correct.

A concentrated solution contains a lot of salt but can still accept more salt.
An unsaturated solution is a solution (dilute or concentrated) that can still accept more salt (i.e. you can still dissolve more salt in it).
A saturated solution is one that has so much salt dissolved in it that cannot accept anymore. If you try to dissolve more salt in a saturated solution, the salt would just stay as chrystals in the water and won't dissolve.
