Dems still keep their plantation mentality...they give the poor a bare subsistence, in exchange for votes which keep Dems in power...socialism is much more productive for Dems than slavery was.

Actually I'm certain that Jimmy Carter was born years after the civil war had ended, so I don't think he was that upset "when" the south had lost.
