Any words spoken by Vader were done by James Earl Jones. David Prowse was the guy, for the most part, in the suit. It's his mannerisms and ways that we know as Vader. There was a different guy who did the duels in TESB & ROTJ but for most scenes it was Prowse. The relationship between Prowse & Lucas became very "strained" during the filming of ROTJ because George thought David had "loose lips" when it came to some plot point in ROTJ.
The reason they had someone do voice overs for Prowse wasn't because he didn't have a "strong" enough voice it was because he had a hard english accent and it just didn't sound mean enough to be the biggest villian of all time.

Yes he was,they were originally going to use the actor who was under the mask , but thought his voice wasn't powerful enough, so they brought James Earl Jones in.

Yes he was, and also he was contracted for Episode III. When Anakin got the mask/helmet put on it is James Earl Jones' voice for the next lines when he ask to Sidious where is Padme and when he yells NOOOOOOOOOOOO!!!
