He may have some kind of ASD (autistic spectrum disorder) where he just doesn't have the ability to understand subtle social cues. I gathered this by when you said "his wife understands his nature." What you described sounds very typical of those with ASD's, it doesn't mean he's retarded, it simply means he doesn't understand how or why this makes you uncomfortable.
The other thing might be is not that he's 'flirting' with you, he may simply be observing you and your husband (like a scientist) to try and learn some social behavior skills that we've picked up so quickly and easily growing up, because as children, it's generally accepted that kids stare (they are learning!) ASD people have spent their childhood years trying to 'find' themselves (who they are). It's generally accepted in our society that a person does this as an adult, but that makes no sence to an ASD person. It only makes sence to start with #1, and then the rest of people on the planet by order of importance.
I don't think he's flirting, especially if he's looking at you with your husband, even after being told it's inapropriate.

If your that uncomfortable, maybe you need to report him at work. He sounds like he may have a slight obsession with you, which could lead to something more serious. Too many times women don't take the imitative to speak up and things get out of control. If you are asking this question online, it's obviously bothering you - alot. Say something to your boss.

This man is rude at best and dangerous at worst. Talk with your supervisor about this situation and explain how uncomfortable you are. I would definitely be concerned enough to do whatever it takes to stop him!

I would talk to your boss. It does sound odd. You may also ask him, "Can I help you? in a very cool tone, when he looks at you oddly etc.., To let him know that you are aware of him watching you.

i have the same problem with my wife but believe me some time i stare at a women who looks famaliar like some one from shhool college believe me thats about it i love my wife and cant hurt her but it happens

Who knows. If he is making you uncomfortable, you should take that seriously. Talk to your supervisor and find out what sort of policy the company has.
