See, I'm doing this project for school, and it requires me to pick a state, develop a small business in it, and find various information about it. I'm decided to do Arkansas for no particular reason, no offense to people from Arkansas, and I need to find the laws related to making a small business. If any of you guys could give me a website, or just plain tell me, I'd appreciate it alot.

In most states, businesses are covered by the Secretary of State. The website will tell you how to open and maintain a business in that state.

I usually dont answer requests for information you can find on your own. But I guess knowing about this particular information is not exactly something you would know until you learn about it. This should tell you everything you need to know.
