I went to big country fair/carnival type thing in western Mass. and all these people were offering parking in their driveways and would have signs out saying "Park & Lock". I was just curious as to see if anyone knew what that meant.

Its a public parking lot.

You drive your vehicle to the lot, take a ticket or pay at a box; leave your vehicle.

While your vehicle is parked in that lot, there is very little or no security to watch your vehicle and every other vehicle parked on that lot. This is why you lock your vehicle.

Then you take mass transit [bus, train, elevated, subway, trolley, etc.] to another destination - usually a downtown area. Parking in a downtown lot is more expensive.

they are offering to rent you space to park your car and telling you they are not responsible for the security of it or it's contents.
