The best is to buy acetic acid labeled glacial from a supplier. Making it is a pain.

To make it, you would freeze acetic acid. Pure acetic acid freezes at 40C, 104F. You freeze it to the point where you have frozen slush in liquid acid. Working always in the cold, decant or filter the slush away from the liquid. Melt the slush and refreeze. You stop when the purity is 99.9%

Moles are only important in equilibrium with pressure changes. Adding more acetic acid will drive the reaction forward...it's about collision theory. Basically, more of a substance provides an increased chance of collision for reaction.

Probably to drive the reaction further to the right. Many chemical reactions go only to some equilibrium state between reactants and products which leaves a significant quantity of reactants unreacted.
