Call Adult protective services. They will arrange to have someone come and talk to him about his situation and if it is bad then he will get state help

He needs to set up a bank account somewhere she doesn't know about, and have the check electronically deposited there... the checks and statements need to be going to a local PO Box. That way he can write a check or use a debit car for whatever he needs.
His wife will have to ante-up the filing fees for a divorce, which isn't much. He really needs to take steps to defend himself... start capturing copies of bank statements, 401K statements, and whatever else so that he can get 1/2 of all community property accrued during the marriage. It won't be a fresh start, but it will at least help him get a small apartment somewhere.
Maybe he can find refuge at the local YMCA.

If he signs his check over to her, there's nothing can be done. But if she forges his name, then he can contact Social Security about it, and have the check directly deposited into his own personal account at the bank. He can seek shelter at your home, Salvation Army, or the local Social Security Office may be able to help him with that also. Or the local Social Services office for the county he lives in. He can also contact the police about his wife cashing his check.

Through the county there should be housing for disabled people - apt.s & houses - usually a waiting list of 6 mo.s to a year or more to get in once you're signed up. He should get a social worker to help guide him through the changes to come.

He's allowing this, there's nothing you can do except support him whenever he decides to make a move.
