An animated GIF is similar to making a cartoon. It is a series of pictures (29 per second usually) each different enough to make it look like the picture is moving. To create you, it you have to draw each of the frame using your favorite graphics program.
Then you need a GIF animator software to arrange the individual frames into the animation. Go to http://download.com and search for "gif animator". You will find several frees one there.

You could search the internet for several applications that can create gif images. Animated GIFs contains several images and is compiled into one image which makes the "animated effects". It's just like making a cartoon.

What your referring too is an animated GIF. Creating one is not to difficult if you know about layered GIFs. You'll also need some software to help in the process. Do a search for animated gifs and you'll find loads of useful info and freeware.

a gif image isnt an image that moves its just an image. an animated image or animated gif is what you want and u can use flash or photoshop animation or xara or................

Macromedia flash but even esier is adobe photoshop and adobe imageready.
there are great tutorials on them if you google something like
photoshop gif or photoshop glitter.
