Additional municipalities will have ordinances specific to their jurisdictions which MAY take precedence over the state law.

States have different laws on pets and animal ownership. Your local Humane Society should have the law for your area. You may also have an Animal Enforcement section of your County that handles complaints.

HSUS - Humane Society of the US might have something on pet owners rights. Can you be more specific? I think most laws require those horrible vaccinations and limit the number of pets you can own if you live in a city or town.
